Our quality policies
Our Company has it own Crewing services quality manual which regulates and provides functioning of Quality Management System (further QMS) and its ability to improve.
Quality Management can be defined as an ongoing effort to provide services that meet or exceed Customers' expectations through a structured, systematic process for creating organizational participation in planning and implementing quality improvements.
QMS provides implementation of Customers' requirements and expectations as well as international and national regulations and standards applicable for crewing services.
Our Company's QMS is maintained by means of:
- distribution of responsibilities among Company's personnel;
- effective usage of above Manual as well as quality procedures, instructions and by-laws;
- Company's personnel instructing and training on quality management matters;
- Company's own quality tests;
- elimination of drawbacks discovered during above quality tests;
- Company's QMS is permanently improved therefor we can allow our partners and other organizations' claims in good time.
Our Company's basic goal is to meet the requirements of our Customers (both shipowners and seafarers) by means of permanent learning of their demands and expectations, estimating their satisfaction level and improving our services' quality.
QMS is to serve as tool for achievement of this goal as well as for permanent improvement of both Company's procedures and our services' quality.
The company aspires to render services aimed at:
1) creation of the qualified crews able to provide safe and trouble-free vessels' operation;
2) maintenance of our Company's reputation and efficiency;
3) unconditional performance of requirements of both international conventions and the national legislation.
Our QMS is developed according to the ISO 9000-2000 international standards and will be improved constantly.
Our quality policies consist in:
· establishing and internally communicating customer requirements, · carefully selecting, monitoring and analyzing key performance indicators, · measuring customer satisfaction and continually improving the effectiveness of our QMS by regularly reviewing our policies, objectives and procedures and revising them as appropriate. · maintenance of the greatest possible degree of our services' quality both in the basic and in auxiliary activities to full satisfaction of Customers which is the main condition of the Company's competitiveness. · achievement of a due quality degree as a result of involving and participation in this process of all employees of the Company. · analysis of the activity's purposes and results both of the Company as a whole and each employee separately.
To maintain our services' quality the Company performs quality planning. Quality plans on quality are developed for the basic procedures in case official procedures do not take into account the quality planning requirements.
To achievent above planning goals, our Company pays attention to the following:
· Definition and acquisition of necessary services and skills needed to achieve required quality;
· Actualization of quality management methods and means of the control if necessary;
· Establishment of the appropriate test at some stage of the service's performance;
· Identification and preparation of the quality data.
«The Standard of competence» is applied for qualified crewing. This Standard is developed on the basis of:
· The international Convention on Standards of training, certification and watchkeeping for seafarers, 1978, as amended.
· Regulations on certification of seafarers.
· Russian interdepartmental instruction on usage of Seaman's passport regulation No.81/328 dd.30.06.1998.
· Russian Ministry of Health's decree No.511 dd.6.9.1989 «On improvement of organization of medico-sanitary services for sailors of merchant marine and fishing fleet».
· Regulation No.RD 31.9.01.-98 on hiring and employment of Russian seamen on foreign vessels.
The standard of the competence is authorized by the General director and is used in everyday activity of the Company as an internal document and appendix to Procedure for registry of candidates for work at merchant marine.
The standard of competence is subject to an immediate proof-reading or editing in case of changes or additions in obligatory documents whereupon it is based.
The responsibility, powers and correlation between the personnel performing the works influencing services' quality are defined regarding:
· performance of actions for prevention of any cases of the discrepancy concerning rendered services, procedures and Company's quality system;
· identification and registration of any problems concerning rendered services, procedures and Company's quality system;
· development of the recommendations or the performance of decisions according to certain procedures and instructions;
· checks of the decisions and orders' performance;
· the control above the process of performance.
